What are Initiatives?

An initiative is anything you want to understand value for

In Wovex, an initiative can be a project, programme, portfolio, contract, department, service, business case, policy, improvement area, supplier agreement or any other piece of work you want to track, measure and explain.

Think of an initiative as a named container for value.

You choose what the container represents.
Then Wovex helps you connect it to goals, outcomes, measures and evidence.

Summary

What does “initiative” mean?

An initiative is something you want to look at and ask:

  • What is it trying to achieve?
  • What outputs or changes might it create?
  • What outcomes should happen?
  • What benefits might follow?
  • What measures would show whether value is being created?

In many tools, this might be called a project.

In Wovex, we use initiative because not everything people need to measure is a project.

It might be a contract, department, portfolio, improvement, business case, idea, programme, agreement with a supplier, or a capability you want to improve or sustain.

If you want to understand value for it, you can treat it as an initiative.

Initiatives in Business & Organisations

In Wovex, an initiative is a flexible value-management object.

It represents a piece of work, area of responsibility, agreement, investment, change or organisational activity where you want to understand intended and actual value.

A project is one type of initiative, but an initiative can be broader, narrower or different from a project.

This matters because value is not only created by formal projects. Value can be created, protected or lost through programmes, portfolios, contracts, services, policies, departments, operating models, supplier agreements, transformation themes and business-as-usual improvement work.

This is why Wovex uses a neutral term.Initiative lets you decide the right level to measure.

That approach is compatible with portfolio practice, where work is often grouped and managed in relation to strategic objectives, investment choices, resource constraints, outcomes and benefits.

For example, the APM describes portfolio management as the selection, prioritisation and control of programmes and projects in line with strategic objectives and capacity to deliver, while balancing change initiatives and business-as-usual.

The PMI similarly defines portfolio management as including projects, programmes and other related work to achieve strategic business objectives.

Because not everything you need to measure is a project

A project usually has a defined start and end, a scope, deliverables and a delivery structure. PMI defines a project as a temporary endeavour undertaken to create a unique product, service or result.

That is useful language when you are managing delivery.

But Wovex is focused on value.

Sometimes the thing you want to understand is not neatly a project.

For example:

What you are looking at Why “initiative” may fit better
Contract
To track value delivered through an agreement, not a project plan
Department
To understand outcomes and measures across a function
Programme
To track value across several connected projects
Portfolio
To understand value across a collection of work
Policy
To track intended outcomes and evidence
Service
To monitor service value over time
Business case idea
To shape expected outcomes before approval
Capability
To improve, sustain or evidence capability
Supplier relationship
To track value from ongoing delivery

So in Wovex: A project can be an initiative, but an initiative can be much more.

Examples of initiatives

Some examples of those used in Wovex

An initiative could be a:

Project

Example: Implement a new HR case management system
Used to track expected outcomes, measures and evidence from a defined delivery project.

Programme

Example: Improve corporate services
Used to connect multiple projects and changes to wider outcomes and benefits.

Portfolio

Example: Digital transformation portfolio
Used to understand value across several programmes, projects or workstreams.

Contract

Example: Facilities management contract
Used to track service value, cost, performance, quality, compliance and outcomes from a supplier agreement.

Department or function

Example: HR service improvement
Used to track value across a business function, not just a single project.

Business case

Example: AI-supported HR operations proposal
Used to structure expected goals, outcomes and measures before formal approval.

Service

Example: Customer onboarding service
Used to measure service quality, speed, cost, satisfaction and operational outcomes.

Capability

Example: Data quality capability
Used to understand whether an organisation is improving or sustaining an important capability.

Policy or intervention

Example: Increase digital inclusion
Used to track intended outcomes and benefits from a policy or organisational intervention.

Initiatives can sit inside other initiatives

Big initiatives can contain smaller initiatives

Wovex can support different levels of detail.

A large initiative can contain smaller initiatives, and those smaller initiatives can have their own goals, outcomes and measures.

For example:

Corporate services transformation
could include:

  • HR service improvement
  • Finance process automation
  • Supplier management improvement
  • Workplace estate rationalisation

Each of those could also be treated as its own initiative if it needs separate tracking.

That is useful because sometimes value needs to be understood at different levels:

  • leadership may want the overall transformation story
  • the PMO may want programme-level progress
  • delivery teams may need project-level outputs
  • benefits teams may need outcome-level evidence
  • contract managers may need supplier-level measures

The Teal Book describes a hierarchy where portfolios can contain portfolios, programmes, projects and other related work, and where work packages are the most granular level of work producing outputs and deliverables.

Wovex uses the same general idea: choose the level that makes value easier to manage and explain.

How to choose the right level

Ask: What level do you need to measure?

Create a separate initiative when:

  • it has its own owner
  • it has its own expected outcomes
  • it has its own measures
  • it has its own budget, contract, scope or decision point
  • it needs separate reporting
  • it contributes to a bigger initiative but needs to be understood on its own

Keep things together when:

  • the work shares the same value story
  • the same outcomes and measures apply
  • splitting it would create unnecessary complexity
  • the audience only needs one combined view

A useful rule:

Create initiatives at the level where you need to make decisions, track evidence or explain value.

How Wovex Assist uses initiative text

The text you enter shapes the results you get

Wovex Assist responds to the text you give it.

If you paste:

  • project text, it will probably suggest project-shaped goals, outcomes and measures.

  • contract text, it can suggest contract-shaped goals, outcomes and measures.

  • programme text, it can suggest programme-shaped goals, outcomes and measures.

  • service or department text, it can suggest service or department-shaped goals, outcomes and measures.

So the Wovex Assist tool is not only for projects. It is for any initiative where you want a clearer first draft of value.

What the final “initiative summary” does

Why Wovex Assist has initiative summaries

After Wovex Assist helps you generate draft goals, outcomes and measures, it can also suggest a short initiative title and summary.

This is not meant to distract from the outcomes and measures.

It is a way to package the work clearly.

A good initiative summary can help you:

  • explain the work to someone else
  • create a cleaner business case entry
  • import the draft into Wovex
  • start a more focused review conversation
  • decide whether the initiative is at the right level

For example, if your original text is:

“A project to increase the use of AI in the HR department”

Wovex Assist might summarise the initiative as:

AI-supported HR service improvement
A proposed initiative to use AI-supported tools to improve HR response times, reduce manual effort and increase consistency in HR support.

That summary is a starting point to help you explain the initiative when you need to be brief.

Common confusion

"Is this a project?”

Maybe. If it has a defined start and end, a scope, deliverables and a delivery team, many people would call it a project.

In Wovex, you can still call it an initiative because Wovex is interested in the value story around it.

“Is this a programme?”

Maybe. If it coordinates multiple related projects and other work to deliver outcomes and benefits, it may be a programme. APM defines programme management as the coordinated management of projects and business-as-usual activities to achieve beneficial change.

In Wovex, it can still be an initiative if you want to track its value.

“Is this a portfolio?”

Maybe. If it is a collection of programmes, projects or other work aligned to strategy, it may be a portfolio. In Wovex, it can still be treated as an initiative if you want to manage the value story at that level.

“Can an initiative be a contract?”

Yes. If the contract is something you want to monitor for value, service quality, outputs, outcomes, obligations, cost, risk or performance, it can be treated as an initiative in Wovex.

“Can an initiative be a department?”

Yes. If you want to understand value across a department or function, you can treat that area as an initiative.

“Can one initiative contain another?”

Yes. A large initiative can contain smaller initiatives when you need different levels of value tracking.

Wovex Definition: Initiative

An initiative in Wovex is any piece of work, agreement, service, function, investment or change area that you want to understand, measure and manage for value.

What can be an initiative? A:

  • Project.

  • Programme.

  • Portfolio.

  • Contract.

  • Department.

  • Service.

The important question is not: “Is this technically a project?”

The better question is: “Do we need to understand the value this is expected to create, sustain or protect?”

If the answer is yes, Wovex can help you treat it as an initiative.
